The UK authorities have put forward new proposals to regulate artificial intelligence technologies to support businesses and increase public trust.
According to the document, the new rules are intended to eliminate future risks and clarify the rights and opportunities for developers of AI systems. Also, regulation will help consumers to remain confident that such technologies are safe, transparent and reliable.
The new approach focuses on six core principles to support growth and remove unnecessary barriers to business. Developers of artificial intelligence systems should ensure:
- safety of using AI;
- compliance with the declared capabilities and quality of technology implementation;
- transparency of algorithms;
- fairness and impartiality;
- existence of a legal entity responsible for AI decisions;
- ways to repair damage caused by algorithms.
These principles will be interpreted and enforced by regulators such as Ofcom, the Competition and Markets Authority, the Information Commissioner’s Office and the Financial Conduct Authority.
According to digital minister Damian Collins, the government wants to expand business opportunities and protect people’s rights.
“It is very important that our rules provide clarity for business, confidence for investors and increase public confidence. Our flexible approach will help shape the future of AI and strengthen our global position as a science and technology superpower,” the official said.
Artificial Intelligence Council Acting Chair Dame Wendy Hall hailed the moves to regulate AI.
“This is critical to drive responsible innovation and keep our AI ecosystem thriving,” she said.
Hall added that the Council will continue to work with the government to develop technical documentation for artificial intelligence systems.
Recall that in July the European Parliament adopted a series of laws regulating tech giants in the field of privacy, algorithms and competition.
In February, US congressmen introduced rules for regulating discriminatory AI.
