Montana becomes first state to block TikTok
The governor of Montana (USA) Greg Gianforte signed a law to block TikTok. The new rules will come into effect on January 1, 2024.
To protect Montanans’ personal and private data from the Chinese Communist Party, I have banned TikTok in Montana.

SB 419 prohibits a company from operating “within the territorial jurisdiction of a state.” The document also obliges app stores to block downloads of TikTok.
In case of non-compliance with the law, marketplaces face a fine of $10,000 for each day of violation. Application users will not be punished.
Opponents of the law have already sued the state. According to the plaintiffs, the normative act violates the rights of citizens enshrined in First Amendment to the US Constitution.
We filed suit last night challenging Montana’s unconstitutional ban of TikTok, on behalf of 5 TikTok creators. Lead counsel is Ambika Kumar, who is represented by other creators in securing an injunction of President Trump’s 2020 ban.

Media: PaLM 2 language model contains 340 billion parameters
Google used five times more data to train the PaLM 2 model than when training its predecessor.
Journalists CNBC studied the internal documents of the company. According to them, when training PaLM 2, engineers used 3.6 trillion text data tokens. It also turned out that the algorithm contains 340 billion parameters.
For comparison, the developers trained the first version of PaLM for 780 billion tokens. The neural network uses 540 billion parameters.
Anthropic taught a chatbot to read books
Startup Anthropic expanded context window for the Claude chatbot from 9,000 tokens to 100,000, which corresponds to about 75,000 words.
According to the company, the algorithm is capable of processing and analyzing hundreds of pages of documents or entire books, answering questions that require “knowledge synthesis” across many parts of the text. Also, users will be able to talk with the bot for hours or days before the system “forgets” the content of the dialogues, the startup added.
During testing, the developers uploaded The Great Gatsby book to Claude with one line changed. They wrote that Mr. Carraway was “an engineer working on the machine learning tools at Anthropic.” The model found a discrepancy with the original work in 22 seconds.
