According to her, the immediate impetus for the bill was the Republican National Congress (RNC) video. In it, the authors used generated images to showcase a dystopian picture of a potential second term for US President Joe Biden.
The 30-second video appeared after Biden announced his intention to run for a second term. It shows fake images of Chinese aggression against Taiwan, as well as immigrants at the southern border of the United States.
At the same time, the authors of the video placed a warning that the video was “completely created using AI images.”
According to Clarke, the disclosure made the RNC ad “an exemplar of transparent deployment of artificial intelligence.” But not all content creators will follow suit, she said.
The congresswoman fears that the use of such technologies will increase during the 2024 presidential campaign.
“There will be those who do not want to disclose the use of AI, and we want to protect against this, especially in the run-up to the political season,” Clarke said.
The project proposes to amend the federal law on campaign finance. If the amendment is approved, authors of political ads will be required to disclose information about any use of AI in the creation of content.
Clarke acknowledged that the technology has important applications.
“But there must be certain rules of conduct so that the American people are not deceived and endangered,” the congresswoman added.
Recall that in May, US congressmen introduced a bill banning artificial intelligence from launching nuclear weapons.
In April, Biden was urged to speed up AI regulation.
That same month, Senator Chuck Schumer introduced a framework to regulate the development, deployment, and use of advanced machine learning technologies.
