
The draft law on the regulation of recommender systems is almost ready to be submitted to the Parliament. This was announced by Deputy Chairman of the State Duma for Information Policy, Information Technology and Communications Anton Gorelkin, writes TASS.
“Today we are on the verge of introducing a specific document – a legislative act on the regulation of recommender systems,” he said.
According to the parliamentarian, people should decide for themselves whether they want to see content in chronological order or selected by artificial intelligence.
“An Internet service should explain how its recommender algorithms work, how it is guaranteed that there are no unauthorized interventions and manipulations,” Gorelkin emphasized.
The deputy explained that, first of all, the rules will affect video hosting and social networks. These resources, according to Gorelkin, have the potential to influence public opinion.
He also noted that the state should not interfere in the work of algorithms, but “constant public control is necessary.”
Recall that in October 2021, a Facebook informant said that the social network used biased algorithms to increase user engagement.
In the same month, Russian parliamentarians announced the preparation of a bill regulating recommender systems.
In November, US congressmen introduced a draft law that would allow users to control the operation of the algorithms that shape their online experience.
