The Council for the Development of the Digital Economy under the Federation Council recommended that the Ministry of Economic Development create a “mechanism for assessing the humanitarian impact of the consequences of the introduction of such technologies,” including when providing state and municipal services to citizens. Also, the department was asked to develop a “roadmap” for the effective implementation and use of AI systems.
Legislators recommended creating a set of measures to inform Russians about the use of artificial intelligence algorithms when resolving “vital situations.” This should ensure the transparency of the technology, they say.
The council added that citizens need to be ensured the legal right to digitally appeal against an AI decision. Claims can only be considered by a person, the senators say.
In addition, the legislators proposed to develop a mechanism for compensation for damage caused by artificial intelligence, as well as insurance for this type of damage.
Recall that in October, the Russian government and big business signed the AI Code of Ethics. The document is of a recommendatory nature and is not obligatory for execution.
In August, United Russia proposed limiting the use of artificial intelligence in “sensitive areas” like healthcare and education.
