
The Bank of Russia, the Ministry of Finance and the government have brought together their positions on the development of cryptocurrencies in the country. This was stated by the President of the Russian Union of Industrialists and Entrepreneurs (RSPP) Alexander Shokhin, write “Vedomosti”.
The parties agreed that cryptocurrencies will not receive the status of a means of payment in the Russian Federation. However, their purchase, exchange and sale are subject to regulation.
“Both sides of this discussion – the Central Bank as a regulator and the Ministry of Finance with the government – in general, have come closer in many positions. In particular, if we are talking about prohibitions, then rather a ban on the use of cryptocurrency as a means of payment, despite the fact that other aspects are subject to regulation,” Shokhin said.
Vladimir Potanin, co-chairman of the RSPP Coordinating Council, President of Norilsk Nickel, said that now the parties are agreeing on the details of regulation, but everyone supports the ban on the use of cryptocurrency as a means of payment.
“The business community has reached an understanding with the government, the Central Bank and deputies that the problems of cryptocurrencies are more complicated and more difficult to regulate compared to issues of digital financial assets,” he added.
Recall that the current law “On Digital Financial Assets” recognizes cryptocurrencies as property and prohibits using them to pay for goods and services in the country.
Until February 18, the authorities must prepare a draft law on regulating the circulation of digital currencies in the country, based on the concept proposed by the Ministry of Finance.
According to Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market, a draft version of the document is already ready. Its adoption is expected in the first half of 2022.
