The Russian authorities have called the conditions for providing access to data, including secret, for developers of artificial intelligence systems. Writes about it Interfax…

According to the draft concept of the Ministry of Digital Development, it is planned to create state operators of data sets, which will be determined by the government and the constituent entities of the Russian Federation.

Datasets will be collected on a declarative basis: according to the ministry, the cost of creating one set is at least 1 million rubles.

Operators will determine the composition and source of data, as well as anonymize information and provide access to sets depending on the level of security.

In total, three data classes are assumed:

  • public;
  • anonymized confidential, containing banking, tax, medical and other secrets;
  • containing state secrets.

Only accredited developers will be able to work with datasets from the second and third classes. The creators of algorithms containing the state secret will be able to use these data only on the infrastructure of operators without the possibility of downloading.

According to Andrey Nikulichev, Advisor to the Director General of the Center for Expertise and Coordination of Informatization of the Ministry of Digital Development, the issue of access to the third class of data is still under discussion:

“We need to be clear about who needs these datasets, how they will be used, and what socio-economic impact they will bring.”

According to the ministry’s plans, developers will have access to open data in 2022, to anonymized confidential data in 2023, and to those containing state secrets in 2024.

To implement the concept, it will be necessary to amend the laws “On information, information technologies and information protection”, “On personal data” and “On providing access to information on the activities of state bodies and local self-government bodies.”

Recall that in May, the Ministry of Digital Science offered to sell access to state data to neural network developers.

In October, the Government of the Russian Federation and the largest Russian companies signed the Code of Artificial Intelligence, which regulates the moral and ethical side of the use of technology.

In November, a tender was announced in Russia to create a platform with artificial intelligence that will be able to conduct psychoanalysis of a person based on records on social networks.
