The Moscow authorities plan to deploy a platform for centralized collection and analysis of video data from surveillance cameras in all regions of Russia. The corresponding state contract was published by the Department of Information Technologies at the RTS-Tender site, writes “Kommersant”.

According to the document, the government intends to finalize the unified data storage center (ECSD), on the basis of which the face recognition system operates. The upgrade will allow other regions of the country to transfer video from street cameras to the capital’s data center for further processing.

It is assumed that this will increase the effectiveness of the search for criminals and those who evade mobilization, as well as improve the security situation in general.

The contract amount is 43.3 million rubles. Work must be completed by December 16, 2022.

“Not a single entity has enough money, a large data center for data storage and a centralized solution for video analytics, and Moscow has it all,” the source said.

According to him, it is necessary to develop uniform standards for information transfer and agree on their observance with equipment suppliers outside the capital.

The source also added that centralization will make the face recognition system more fault-tolerant.

“The main task of the technology is to search for criminals listed in the database of the Russian Ministry of Internal Affairs. If all regions deploy an analogue of the ETsHD, which will access the Ministry of Internal Affairs storage, it will “fall down”. In the case of requesting access to one system, the load will be lower,” he said.

Another interlocutor of the publication noted that the technology can be connected to an unlimited number of databases and cameras. However, “significant expansion will require additional capacity.”

The source added that the interconnected network must have high-quality data transmission at each of the points. But in different regions, the quality of the Internet, the number of cameras and the availability of other technological infrastructure is very different, he noted.

“It is also possible to implement a reverse data exchange – from Moscow to the regions. However, it is not clear how and for how long the information will be stored, and who will pay for its transfer,” said Oksana Yakimyuk, general designer of the Safe City system.

Recall that in July it became known that 90% of the data collected by Russian banks do not meet the standards of the Unified Biometric System (UBS).

In May, the Russian Federation developed a technology for covert screening of people in public places, which is designed to assess “the degree of danger a person poses to others.”

In January, it was revealed that in 2021, artificial intelligence helped Russian police detect at least 164 participants in uncoordinated rallies.
