The decision to integrate digital currencies into the Russian financial system should be made jointly with the Central Bank. About it declared Russian Prime Minister Mikhail Mishustin at a meeting with members of the Liberal Democratic Party.
According to him, the participation of the regulator is necessary to assess the risks that cryptocurrencies create for the monetary circulation of Russia.
“It will be necessary to integrate the mechanism for the circulation of digital currencies into the country’s financial system. Without a doubt, such issues can only be resolved jointly with the central bank,” Mishustin stressed.
The Prime Minister also called for further discussion on the regulation of mining. He recalled that last month the government approved the concept of the Ministry of Finance, which outlined these issues in detail.
“We will gladly consider all your suggestions. We believe that everything is possible here, but, of course, with the participation of the Central Bank of the Russian Federation,” he repeated.
Recall that the Ministry of Finance, based on the concept approved by the government, developed a draft law “On Digital Currency”. On February 21, it was submitted to the government for consideration.
It also provides for the conduct of operations with crypto-currencies through Russian banks, the identification of holders of crypto-wallets and the separation of investors by qualifications.
Lawyers agreed that it is easier to abandon bitcoin than to work according to such rules.
For its part, the Central Bank of the Russian Federation submitted proposals for a complete ban on digital currencies and fines of up to 1 million rubles.
Earlier, the Ministry of Economic Development conceptually supported the bill.
