The document also proposes a multilateral mechanism to facilitate the exchange of experiences, as well as assist developing countries in gaining access to artificial intelligence technologies, ensuring “the rights of all powers to the development and peaceful use of technology”.
“Approaches that draw ideological boundaries between countries and generalize the concept of national security should be avoided,” the report says.
